OPAC Manifesto

Lipstick on a Pig by Roy Tennant is a call-to-arms for OPAC reform. Worth a read.

I first heard the expression "You can put lipstick on a pig and call it Monique, but it is still a pig" at the 1992 state Democratic convention. Ann Richards used it to describe George Bush's economic policy. I laughed so hard Cora had to pick me up off the floor. Ann was, and still is, a great speaker.
